LITTLE ROCK – We opened Arkansas’s rental-assistance program this week, and today I’d like to talk about how we will help renters and landlords who are struggling to make ends meet during the pandemic.
The Arkansas Department of Human Services will distribute $173 million in assistance through the Arkansas Rent Relief Program. That money is coming from the $25 billion the U.S. Department of the Treasury has allocated for this fund nationally.
The Department of Human Services began accepting applications on Monday, and the program will remain open through the end of this year. Payments will go to landlords, but a tenant and a landlord each must apply. The payments will cover 15 months of rent and utilities that were not paid from April 1, 2020, through December 31 of this year.
Of course, landlords must agree that they won’t evict a tenant before they can receive the money.
To qualify, a renter must be a resident of Arkansas and a U.S. citizen or legal resident with a current residential lease or rental agreement. Renters also must meet one of these three criteria to qualify for aid: Someone in their home qualifies for unemployment benefits; their household income decreased because of the pandemic; or someone in their home has incurred significant financial hardship because of the pandemic. In addition to meeting one of those three, the renter’s income must qualify for assistance.
The assistance will pay for unpaid rent going back twelve months and up to three months in the future, as well as utility bills and late fees. The money will not cover costs of telephones, cable television, internet access, or mortgage payments. All payments will go directly to landlords and utility companies.

As of midweek, DHS has received 94 matched applications that are now under review, and more than 400 applications are awaiting a match.
We have other programs to help. The Low-Income Home Energy Assistance Program (LIHEAP) has $1.7 million left over from CARES Act funds, which has allowed us to extend the Winter Crisis Program. This will provide assistance for gas and electric bills up to $500 per qualified household. We will give priority to applicants who did not receive assistance during the initial Winter Program.
And DHS is also providing child care assistance for nearly 8,000 families of essential workers without regard to income.
No one has escaped the touch of the pandemic, and as much as we are able, we want to soften the blow for those who have suffered significant financial harship. These programs will help thousands of Arkansans regain their footing.
Stable Unemployment Rate Shows Arkansas 'Steadily Moving in the Right Direction,’ Governor Hutchinson Says
LITTLE ROCK – Arkansas’s unemployment rate in April remained at 4.4 percent even as the national rate increased one-tenth of a percent to 6.1 percent, according to labor force data the Arkansas Division of Workforce Services issued today. The data was provided by the U.S. Department of Labor’s Bureau of Labor Statistics.
“Our stable unemployment rate assures me that we are steadily moving in the right direction after more than a year of COVID-19,” Governor Asa Hutchinson said today. “Before the pandemic, our economy was strong. We’ve encountered many challenges over the past 15 months, but we have persevered and fought our way back from the 10 percent rate a year ago.
“The highlight of the report is that more Arkansans are finding jobs and returning to the workforce. I am particularly pleased with the employment gains in the hospitality industry, and I am hopeful the next month will show even more Arkansans returning to work.
“The fight is not over, but as we continue to do everything within our power to overcome COVID-19, our perseverance is producing signs of great progress in our economy but more importantly, in a return to our daily life.”

Riney Foundation Gives $1.8 Million to UAMS Myeloma Center in the Winthrop P. Rockefeller Cancer Institute

May 20, 2021 | LITTLE ROCK — The Paula and Rodger Riney Foundation announced a gift of $1.8 million to the University of Arkansas for Medical Sciences (UAMS) Myeloma Center in the Winthrop P. Rockefeller Cancer Institute to fund multiple myeloma research.
“Paula and I are pleased to invest in the UAMS Myeloma Center, which has made great strides in advancing multiple myeloma research and increasing survival rates,” Rodger Riney said. “As a multiple myeloma patient, I understand the critical need to pursue new research and treatments, in hopes of ultimately finding a cure.”
Rodger Riney is the former founder and CEO of the discount brokerage firm Scottrade. He was diagnosed with multiple myeloma in 2015 and has since become an advocate for research and treatment of the disease, including serving on the board of directors for the Multiple Myeloma Research Foundation.

League of Women Voters Files Suit Against New Election Laws

The League of Women Voters and the immigrant advocacy group Arkansas United have filed a lawsuit in the Circuit Court of Pulaski County challenging new voting laws passed by the Arkansas Legislature that the plaintiffs say will make it harder to vote, particularly for minorities.
The press release refers to new laws it says will require election officials to match absentee voters’ signatures to their original voter registration application; remove the option for voters without an identification to instead present a sworn statement in order to have their ballots counted; move up the deadline to drop off absentee ballots to the Friday before Election Day while still allowing absentee ballots to arrive by mail on Election Day; and prohibit anyone except voters from entering and remaining within 100 feet of a polling place.

Arkansas-based Murphy USA To Hire 3,000 Employees, Offer $500

Murphy USA Inc. plans to hire 3,000 workers across its 1,650 stores to support the company’s continued growth. The El Dorado-based company, with an estimated 2 million customers per day, will seek full-time and part-time employees, according to a press release from the company.
Current incentives include a 2021 Summer bonus of $500 at select stores for new team members who are hired by May 31.

* Flood stage is 27 feet.
* Minor flooding is occurring and moderate flooding is forecast.
* Recent Activity...The maximum river stage in the 24 hours ending
at 7:00 AM CDT Thursday was 28.3 feet.
* Forecast...The Little River is expected to rise to a crest of 28.6
feet this Thursday evening. It will then fall below flood stage
early Saturday morning.
* Impact...At 29.0 feet, The boat ramp recreation area at Wilton,
Arkansas downstream from Horatio is flooded and closed. Also the
golf course west of Haratio, Arkansas suffers from overflow.
